System for Monitoring and Control of International Aid Distribution «HELPMARKER»



Project objectives:

  • Accounting and effective control over movement and use of international aid
  • Prevention of any abuse of international aid
  • Monitoring the effectiveness of the use of international aid
  • Obtaining objective data for analytics and supply forecasting
  • Simplification and automation of customs procedures

To implement an effective control system for assistance provided by the U.S. Government throughout the supply chain to the final recipient

 

THE RATIONALE FOR CHOOSING THE SYSTEM

  • The system utilizes BLOCKCHAIN technology, which makes it impossible to replace or forge marking codes
  • The system is incredibly easy to use and does not require special equipment for users (Web monitoring interface, mobile applications for iOS and Android, chatbot messenger);
  • The system is implemented in the segment of humanitarian aid delivery with positive references about its operation
  • The system can be promptly implemented and adapted to any business process, as well as integrated with other systems if needed
  • The system has a special authorization to work with state secrets.

 

GENERAL DESCRIPTION OF THE MODEL (Continuation)

  • Any cargo of international aid (individual unit of goods, aggregated group of goods, cargo container with goods, etc.) regardless of the method of transportation, is marked by suppliers (or hubs - senders) with a unique marking code
  • All other identified participants in the logistics cycle of the cargo (customs, intermediate hubs , control points of the route, warehouses of the recipient, the final consumer, etc.) carry out its mandatory scanning and verification
  • Each case of scanning the code are automatically recorded and change the status of the cargo in the system, until confirmation of receipt of the cargo by the end consumer.
  • Geolocation of the place of code scanning can be fixed, which allows to track the route on the map (this function is selected taking into account security requirements!), also, if necessary, sets of rules regarding cargo delivery
  • If necessary, the system is integrated with the Unified automated information system of the State Customs Service, accounting/warehouse systems of suppliers, recipients, as well as information and analytical systems (open API)
  • All information about marking codes, their activation, cargo status is stored in the General database of the system
